Community Policing

The New Carrollton Police Department fully supports and embraces the philosophy of Community Oriented Policing and promotes organizational strategies which support the systematic use of partnerships with community members and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues within the community. Crime or fear of crime, social disorder, and the safe movement of vehicles, bicycles, and pedestrians along roadways are prime examples where partnerships and open, cooperative discussions between community members and the police can help resolve or improve conditions contributing to the problem. The focus of community-oriented policing is not simply on response, but on preventing crime and resolving community problems. This philosophy rests on the belief that the police and the community must work together as partners to solve the contemporary challenges faced in today's society.

Effective community policing has a positive impact on reducing crime, helping to reduce fear of crime and enhancing the quality of life within the City of New Carrollton. It accomplishes these things by combining the efforts and resources of the police, community governance, and community members. It involves all elements of the community in the search for solutions to these problems and is founded on close, mutually beneficial ties between police and community members.

The New Carrollton Police Department is dedicated to a total departmental commitment to community policing. Every member of the department, sworn and non-sworn, will be involved in the department's community oriented policing philosophy.

Departmental Philosophy:
The New Carrollton Police Department's philosophy toward community oriented policing is a way of thinking and an organizational structure that allows the department and the community to work closely together in new ways to solve the problems of crime, illicit drugs, fear of crime, physical and social disorder, and to enhance the overall quality of life in the community.
 
Purpose:
 For the department to work hand in hand with the community and business leaders in order to be both proactive and reactive in the response to crime in the community and to enhance the quality of life of our citizens.
 
Objective:
To better serve the our community by use of immediate and long term proactive problem solving through continuous, sustained contact with members of the community utilizing programs and activities such as neighborhood watch, monthly citizen meetings with the chief and staff, and instill in all officers the understanding that how we interact with our community with even the smallest crime can leave a positive or negative impact.
 
Goals:
To eliminate crime in the community and to better serve the community by working with the citizens and business in partnership, to combat crime.
 
General Duties and Activities:
 In order to fulfill the purpose, goals, and objectives of the New Carrollton Police Department's community oriented policing philosophy, departmental employees will participate in several general duties and activities. Each employee will participate according to their individual job classification and departmental policies. For example, patrol officers will participate in foot patrols, daily face to face visits with citizens, apartment complex employees and businesses in the city to identify issues that need to be addressed. Office personnel will participate in other aspects of the department's community oriented policing philosophy such as positive public interaction with the citizens they come in contact with on a daily basis. In one way or another, all employees of the New Carrollton Police Department will be involved in our community policing philosophy.
